After two women drowned in an accident on the James River’s Bosher Dam last year on Memorial Day, Henrico Fire officials have worked with neighboring localities to improve the regional emergency river response, Henrico Fire Deputy Chief of Operations Jim Courtney told the Henrico Board of Supervisors July 25.
